Harringay, Haringey - So Good they Spelt it Twice!

We have just had a planning application refused. The issue is with a proposed extension to a rear dormer at the back of the house on the top floor. Does anyone have experience with Haringey Planning? We are looking for advice on how best to proceed. Thanks.

Did you get the reasons for refusal Liesbeth?

Yes. We applied to divide the house into two flats (we are downsizing), have a ground floor extension and increase the size of the dormer window at the top of the house. They agreed to the division of the house and to the back extension. The sticking point is the top floor dormer extension. This is at the back of the house and several other houses visible from our house have rear dormers extensions, although not in our immediate terrace. So they state:

The proposed dormer extension and alterations to the outrigger would introduce

dominant and discordant features harmful to the appearance of the terrace and

character of the area.

We are told that we could get this through (with some adjustments) using permitted development but we are trying to decide our best options.

Are you in a conservation area?  That would restrict permitted development rights.  The adjacent extensions may well predate the conservation area if that is the case.

no it's not a conservation area. some of the dormer extensions have been done in the last few years but looking at the planning applications on the Haringey site they all seem to be under permitted development. WE don't want to do anything grand but we would like the windows to be down to the floor so a Juliet balcony idea - max light. Do you know what the restrictions and design points there are under PD?

I do think at this point you need to consider getting advice from a planning consultancy.  Tris has also raised some useful points in her post

I suspect the splitting it into flats is the issue. Haringey have different rules on what size you can have a loft conversion as a flat or a house. It falls under permitted development if it's a house, if it's a flat it requires planning and they don't like giving it for the large loft dormers.

One option (I would guess, I'm not an expert) would be to go with two stages, do the extension/loft dormer whilst it is still a house and it all comes under permitted development and then split into flats.

Hi Liesbeth, the planning officer will have written a public report in which he will have given very specific reasons for the refusal. He will have considered any issues that are material to the determination. Those will include any material grounds raised in any objections.

You may also find that the officer will make reference to similar developments nearby and compare/contrast those with your application. It might be that the ground given for refusal is very easy for you to remedy. Indeed the officer might even suggest a remedy.

Can you share the reasons given by the officer?
