The green east-west line in the previous screenshot is pedestrian/cycling, including a new "civic boulevard" precinct along Coburg Road toward the Penstock Tunnel.
The blue north-south line is (p147) "A new principle North-South Route connecting Wood Green Cultural Quarter in the north, and Mary Neuner Way in the south will be created. This will need to be pedestrian and cyclist friendly along its route, including the car and bus stretch in the south of the site." "Provision for a new bus route, including a new bus stop on Mary Neuner Way will be required."
The new Town Square is where the library currently is (p122), and will have the Crossrail entrance. The east west route joins this Town Square to the Civic Boulevard on Coburg Road. New health centre where Iceland is, with a new library and Civic Square (council offices/services) to the west of that. Some other circular new piece of "urban realm" on the northern side of the boulevard:
'A Primary Route is a road that is a part of the Primary Route Network, and is signed with green signs.' This is DfT's definition. I don't think it can be a pedestrian route. In any case I can't see an alternative route for the buses.

They're going to run buses along Mary Neuner Rd ? It's a bit narrow with awkward sharp bends. Planning, eh ?
