Happens in all parties as far as I know Billy. Throw your hat into several rings and hope for the best

Candidates need to live in the borough, not just the constituency.

In a two-halves borough like Haringey, wards in the poorer half become very popular among those who live in the richer half.  They are targeted in a cascading list based on previous election results. All Tottenham wards are safe seats (so far, who knows?). So if a candidate lives in eg Muswell Hill, where they may know their local issues, they do not risk standing in their local seat, they land on us.

The closest we've come in recent times to a non-Labour Cllr in the east was in Seven Sisters where a Tory came close in a by-election.  Joe Goldberg was able to rally the troops to keep the seat Labour.  (Not that he lives there.)  Of course to vote in an actual election, party membership is irrelevant, so it's just about getting the voters out, not about understanding arcane party rules about needing to sign up to the party by x date and keep your subs up to date.

I thought Emine was angling for nomination to be Member of Parliament for somewhere south of the river ?

She stood in Carshalton and Wallington, a seat that I think has always been Tory or Lib, in this year’s general election. Managed a fair increase in the Labour vote.
