Harringay, Haringey - So Good they Spelt it Twice!

Hopefully you have seen Haringey’s proposals for changes to Wightman Road/Alroy Road (see link at the bottom)

One of the main proposals is to stop pavement parking on Wightman/Alroy.  Haringey have estimated that this will lead to the loss of 29% of spaces on Wightman/Alroy and that this loss will be mitigated by Wightman/Alroy residents using vacant parking places on the Ladder rung roads.  Haringey estimates that currently, at peak times, 27% of available resident parking places on the rung roads are vacant.  

The Ladder Community Safety Partnership (LCSP) will be making a response to the consultation and want to check if this figure is realistic.  In order to do this we need to carry out an audit of as many Ladder rung roads as possible to find out if Haringey’s estimate matches the actual situation on our roads.

This will be a simple walk up and down a Ladder rung road, counting the number of parked cars and estimating how many cars can additionally be parked in unused spaces.  To give an accurate picture the count will need to be held at the same time on the same day (when parking is at its busiest).

The count needs to be completed in the next two weeks so that the information can be included in the LCSP consultation response.  If you think you can help by carrying out a count on your road (or more than one road) please send email me at mxanderson@me.com and I’ll  get back to you with more detail.

the obvious sticking point is on Sunday evenings - when the free parking is used up by people visiting Green Lanes foods outlets (great for them!) and people return home from weekends away and won't be able to locate any parking.  I'll bet you they didn't do their count on a Sunday night :) .

Thanks Judith. The time of the count will be crucial so we capture maximum use so, as you said, when most residents are home and visitors are parked up outside CPZ operational times to use local facilities.  Ideas on the best time and day are most gratefully received.

Sunday evening (up until midnight-ish) is nighmarish for parking:  I often return home with a car full of weekend bits and bobs and have to lug them 100 yards down the road to reach home.  During Ramadan I had to park in nearby roads, having had to circulate round nearby roads for a considerable amount of time to find one spot.  Also, what happens when the new flats near the mosque become inhabited?  I have lived here for over 30 years and it has only recently become so difficult! There might be a problem in that Haringey could say the results are not statistically valid being deliberately taken at the worst case time and not a random sample.

But, unless the Council has radically changed since the last election, they're not going to take any notice of the consultation anyway.

Taking the sample at busiest time is precisely when it should happen as that is when parking demand is highest. The figures published by Harringay in the consultation document were gathered at “peak time” so it will be comparing like with like

As a Wightman Road resident, I have some observations to make.

  1.  I have noticed that there are often unoccupied spaces along Wightman Road so it could be that losing 66 spaces on Wightman/Alroy won’t displace as many as 66 vehicles.
  2.  I am aware from personal experience that some cars belonging to Wightman Road residents are already parked in ladder rung roads because so many have experienced the loss of wing mirrors under the present arrangements. The proposed new arrangements will not make the carriageway for moving vehicles any wider so I suppose that wing mirrors will continue to be lost at about the same rate.
  3.  I from my door way I can see the Wightman Road end of Allison Road and I notice that almost every evening there are cars (often the same cars) parked right up to the junction, ie on the yellow lines where even residents cannot park during the day.  These cars have always gone before the start of parking controls in the morning. I have always assumed that these cars belong to people who don’t have resident’s permits.  If there are many such vehicles in the ladder, it may be that the council is unaware of them and base their expectations on the number of permits they have issued.
  4.  If the presence of cars that do not have a resident’s permit is causing problems for residents who do, perhaps the answer is to extend the hours during which only residents can park.  Whether your survey takes place during or outside the controlled hours could be highly relevant to the interpretation of the results.

Good luck with your survey which should provide some useful information.  I hope you will publish the results whatever they show.

Re point (3) - BINGO!

I'd like to help. I remember Hugh asking them how they gathered their figures, both cars parked and parking spaces. Parking spaces was presumed by dividing up the length of the road by their estimates of how big a space was required to park a car, this is not a good measure. The are fire hydrants, poor parking and disabled bays that are not used/very big. I don't dispute that outside of Sunday evenings there is a lot of spare parking space but they definitely over estimated the capacity on the ladder roads. That's the key.

I did indeed - my comment was at the bottom of the January thread on this same issue. Their calculations assume the perfect distribution of space. However, parking rarely tends to be like that. People don't park perfectly and their is often significant loss of space as a result.This led to the Council calculating 15% spare capacity on my road at stress periods whereas in reality its only 1% at max.
