I don't think there is any plan to pedestrianise the High Road. The Town Square referred to on page 65 is clearly not on the High Road - see the map on page 73. (I'm not clear where the Civic Square is.) Also on page 74 the High Road is clearly labelled a primary route.
This route was something I picked up on HoL early on since it appeared to confirm the route of the Wood Green Bypass as shown then on done Wightman. However the purpose of the route is not clear. I wondered aloud if the "New Primary Route" is something aimed at pedestrians or vehicles. There is not a single mention of the phrase anywhere in the text. I'm currently assuming this reference is to a pedestrian route, not withstanding my understanding that nonetheless they want a very similar route to form a Wood Green bypass.
My reading of this is there will be a cycle+pedestrian route connecting the s-bend in Mary Neuner with Wood Green Common, highlighted in green in this screenshot (from p84):
The previous page (83) described the east-west and north south routes in more detail. Mary Neuner itself will be a bus route, so cyclists wishing to continue south will have to rub along with cars and buses through the new flats until they reach the new Quietway (sic) on Wightman Road described on p51 (although the diagram on p51 shows the cycle route following the s-bend round and down Coburg rather than continuing straight).
