HarringayOnline.com is a superb local resource, the result of an incredibly successful collaboration between the visionary, indefatigable, talented initiators and brilliant, creative local people with acuity and long memories. To pay for their level of contribution would cost millions. An open space where even the shy feel able to contribute to the local view is an awesome achievement. Makes old bores like me want to behave out of respect!

Significantly improves living in the whole borough. The first place I turn to network with neighbours and better understand what is happening in my own back yard.

Some HoL topics stretch back decades and this resource is often drawn on so we are not condemned to repeat the past. It is a living, cumulative record.

A recent video of a parish council meeting up north made one participant internet famous. Most of what is said at meetings is never minuted :)

Our council meetings are nothing like this of course but how would most of us who never attend them know? we pay for the Haringey Council video archive to be held on a private website by an outside contractor. Videos are deleted forever after a year.

Look at the historic buildings in our borough - where are the meetings minutes, the architects drawings, the posters, the ephemera that can inform their preservation and enhancement? The archive can help us in quite a few ways, not least to avoid past errors.

Almost every single piece of council paper was destroyed by the council - they didn't think them worth preserving, couldn't afford the storage costs of the filing cabinets. Our archivists (Bruce Castle Museum) save a tiny fraction each year on almost zero budget but have very little from the past. We appear sometimes to be always crashing in the same car.

Meanwhile, the cost of preservation has dramatically lowered to almost nothing. When I started in computing (before Bill Gates) our 'stoned logic' went: what if computer power was free? What if storage was free, if memory was free, if communications were free? Now you can get free wifi access in a high street to access the world using a device more powerful than that used to put people on the moon etc etc

Storage is effectively free. Why then have the council stopped preserving the council video archive beyond a year? Why are they not archiving our teams meetings with them - how many have been held on which topics and for how long will the recordings be kept?

Decades of right-wing government has meant that the council are infested by large private corporates doing the work often badly at exorbitant fees, whilst the councils' own staff and resources are savagely cut and blamed. 'Custodianship' has become difficult. The ruthless insistence on 'small state' grinds the council down, even though it actually costs us more.

Our borough stores their 'promo' videos on youtube and residents do sometimes archive committee meetings themselves, so all is not lost thanks to them. Some virtual meetings are being made available afterwards (to attendees only) but there is no register and they can be deleted by whim of any officer or, more likely, rust away over time then get moved to the bin.

There is a huge opportunity to increase the granularity of our democracy - to be able to look over the shoulders of participants in decisions that affect us all. To be able to search through a cross-referenced archive of what is largely missing from the minutes - detailed rationale.

Please, if you can, upload Teams meetings to youtube but more importantly, press the council to preserve every single digital record and make it available to our future selves.

We can't know which meetings are worth preserving, so preserve them all as it costs practically nothing. Bad enough that we have no paper records for the 70's. I would quite like to have seen Jeremy Corbyn at a local council meeting when he was a Harringay Councillor in the 1970's - was he a model and did he have influence over the Wood Green decisions?

Planning meetings are particularly important for much, much longer than the year the council keep them before deletion as planning matters can affect us all forever. We can't really know what will be important so, as it's so cheap, I say keep everything (and index it efficiently).

I guess that meetings attended by the public give the public some copyright.

If you are at a vidoed meeting, ask to have the recording made available to the pubic in perpetuity, will you?

Applications have been registered and placed on the web portal and are viewable and all have a note in the description that sets out that consultation hasn't started as yet.

Consultation on these applications will take place after lockdown restrictions are lifted and decisions will be made after the usual 21 day period expires.

We are investigating the use of a remote printing service and if we are able to do this then consultation letters will begin to be sent out sooner.

Understandably the number of applications submitted has been reduced and this has allowed for some staff to be redeployed to assist in the Covid-19 response.

Given that we had expected to be in pre-election period we were not expecting to have Planning Committee until June. We are preparing for this June meeting to be a virtual meeting in line with Government Guidance and in line with other Councils. Committee Services are currently drawing up guidelines for this, and other types of meeting, taking into account the need for accessibility, for members to be seen and to see and take part in the proceedings and the ability for the community to take part.

As I hope many of you understand, for over a decade there has been an impasse between the Council and locals within the large hinterland of the HTH campus. I've made lots of posts on this topic!

Decisions about the future of this large central space are reaching a critical juncture. They will affect everyone for miles around for generations.

The Council want this enormous £150m campus to be disposed of on a 130-year lease to a large developer whose controversial planning application goes to the Planning Committee in December.

The developer is seriously stating that a 67-room 'aparthotel' will attract the 'Chinese Wallet' to N8, making our town a 'Visitor Destination'. They accidentally revealed that they expect to make a £22m profit from the 146 flats they intend to stuff the rear car park with and seemed determined there will be no affordable housing there at all.

To add further fuel to the fire, our Cabinet Member for Regeneration and thus HTH Decision maker (Cllr Alan Strickland) has just announced they will pay the developer back all the money due to them (£3.5m) so he can 'guarantee' 11 affordable homes (7.5% of the total). They brush off critics who insist they implement their own policy of 40% affordable by saying they've exceeded that elsewhere in the Borough so don't have to in the 'wealth ghetto' Crouch End seems pointed further towards.

The Planning Cttee consists of local Cllrs from various wards. They meet in December to decide whether to accept or reject the recommendation their own Planning Department lays before them concerning their own 100% publicly-owned land and buildings. Our three local Cllrs strong endorsement of every Council HTH move, In the face of overwhelming local opposition, has forced them out of the Planning Cttee process (having expressed opinions in public). Of the three Cllr Natan Doron is the Chair of the Planning Cttee and Cllr Jason Arthur is a Cabinet Member.

This quirk of the system means that, at the one time when we arguably need our local Cllrs to fight our corner the most, they are barred from the decision-making process, even though they have helped initiate it, are vocal in support of it and will continue to carry it through after the Committee meets.

The HTH Facebook Group have organised an informal meetup @ 7pm on Wed 8th Nov so we can talk to one another about what's about to happen with the disposal of Hornsey Town Hall and what (if anything) we can do about it.

Venue: Earl Haig Hall, (on the stage) - please note, we're only asking for you to get a free ticket so we know roughly how many are likely to turn up, no need to actually bring your ticket to the event. Event details here: http://www.harringayonline.com/events/informal-meetup-in-crouch-end-regarding-hornsey-town-hall.

Consultation on the latest (slightly revised) plan ends on November 10th.

If the Cttee decides to grant planning permission, gutting HTH is likely to begin in February - the developers have said they'll close HTH for the two years they reckon it'll take to complete the works, although there are rumours it might be open a bit longer for the 74 businesses currently housed there.

The Council's £1.5m 2012 One Borough One Future fund by the council was presumably an attempt to sow some seeds in this direction, but it's going to take a lot more than that - found this here:

--------------------------------------------------------

For the last four years, a town in southern Spain has been conducting a remarkable experiment in civic life. Jun (pronounced “hoon”) has been using Twitter as its principal medium for citizen-government communication. Leading the effort is Jun’s Mayor, José Antonio Rodríguez Salas, a passionate believer in the power of technology to solve problems and move society forward.

Since launching the initiative in 2011, Rodríguez Salas has been recruiting his 3,500 townspeople to not only join the social network but have their Twitter accounts locally verified at town hall. This extra step isn’t necessary to participate in the conversation — Twitter is open to anyone — but it helps town employees know they’re dealing with actual residents.

In the most basic scenario, a citizen who has a question, request or complaint tweets it to the mayor or one of his staff, who work to resolve the matter. For instance, in the sequence of tweets shown below (which we pulled from the 2014 Twitter data and translated into English), at 10:48 pm a citizen tells the mayor that a street lamp is out on Maestro Antonio Linares Street. Nine minutes later, the mayor replies that he’ll have the town electrician fix it the next day. The mayor’s tweet includes the Twitter handle of the electrician, who is automatically notified that he’s been mentioned and sees the exchange. That tweet is a public promise that the town will indeed take action, and to underline this it ends with the hashtag#JunGetsMoving. The next day, the electrician tweets a photo of the repaired fixture, thanking the citizen for his help and repeating the hashtag

A citizen alerts the mayor to a broken street lamp. Two tweets later, it’s fixed.

Governments have been responding to citizens for centuries. But digital networks have made it possible to build much faster, more efficient feedback loops. Each of the participants in the above transaction wrote a single text of less than 140 characters, and in less than 24 hours the problem was solved.

There are numerous cases of public officials responding to tweets. U.S. Senator Cory Booker made headlines several times for doing so when he was mayor of Newark, New Jersey. For a big city U.S. mayor, this was considered unusual behavior and therefore newsworthy. In Jun, however, it has been systematically adopted as the way things get done every day. If Rodriguez Salasdidn’t respond to an urgent citizen tweet, it would make headlines.

Because these communications occur on a public social platform, they can be seen by everyone in the community. This “mutual visibility” (sometimes called “mutual transparency”) serves as both a carrot and a stick. On one hand, the government’s performance comes under greater public scrutiny. If a broken streetlight isn’t fixed, everyone knows it and the slacking employee is more likely to be disciplined or, if it becomes a pattern, fired. That’s the stick.

But the good work done by public servants is also now visible to all and thus more likely to be recognized and rewarded. The carrots can be as small as a message being favorited or retweeted (the electrician received both), or as great as winning the esteem of one’s neighbors and new status in the community. The operator of the town’s street-sweeping machine, whose entertaining tweets have made him a local celebrity, told us that having his daily work seen and appreciated on the social platform has changed his life.

According to the mayor, this system is saving the town time and money. Tweeting is quicker than fielding and returning phone calls, which used to consume his day. He says these efficiencies have allowed him to reduce the police force from four employees to just one. Jun’s sole police officer told us he now receives 40 to 60 citizen tweets per day, ranging from the serious (there’s been a bad car accident) to the trivial (my neighbor is singing at all hours, please make him stop). He noted that being accessible to the public on a 24/7 social network has its downsides; to protect his family time, on arriving home in the evening he turns off his phone. But what if there’s an emergency, we asked. Answer: It’s a small town and everyone knows where he lives.

Jun citizens also use Twitter to voice their views on local issues. At town council meetings, which are streamed live on the web, those not physically present may participate by tweeting questions and comments, which appear on a screen in the council chamber.

Beyond government, the social network is broadly integrated into the town’s everyday life, used for a wide variety of tasks such as publicizing social and cultural events, booking medical appointments, following youth sports teams, and just keeping up with neighbors. The town employee who tweets the school lunch menu each weekday told us on that on weekends she enjoys sharing some of her family’s home life via tweets. One retiree who learned to use Twitter at a technology education center run by the town said the network has become his principal news source. “It’s just like a newspaper!” he enthused, noting that the mayor tweets so often about national and global events, he’s a one-man media outlet.

Jun essentially runs on Twitter, a groundbreaking use of social technology that, as far as we know, is unique. All over the world, digital technologies play a growing role in community management. In their book, The Responsive City, Stephen Goldsmith and Susan Crawford write about “the emerging cadre of officials and civic activists who are using the new data tools to transform city government” in Boston, Chicago, New York and elsewhere. The New York City police department recently started using Twitter to connect with citizens. But Jun is the first community to use a social medium comprehensively for all civic communication. And it happened in an entirely home-grown way. For the first couple of years, Twitter the company was not even aware of the experiment.

Our academic research group at the MIT Media Lab, the Laboratory for Social Machines, was founded last fall with a generous grant from Twitter, and one of us has a work relationship with Twitter. But the company doesn’t select or shape our research projects, and our interest in Jun is ultimately not about one platform: It’s about the future of all social media and their potential to reshape how communities large and small work. For studying these questions, Jun is an ideal laboratory, small enough that you can get a holistic feel for the place in a couple of days, and large enough that over time, through data analysis and on-the-ground research, meaningful lessons can be extracted. That’s our hope, anyway.

Many of the Jun citizens we interviewed told us that the initiative has had a net positive effect on the town. “Twitter is a plus, it makes the town better,” one said. Another noted that “it’s an easy and fast way to connect” and that “people can build on each others’ comments.”

But it is not without its critics. One resident said he dislikes the way the mayor uses Twitter for self-promotion, and how town employees tend to parrot everything the boss says. The same person feels public servants shouldn’t use their accounts to tweet about personal matters (“I don’t care that they had paella for dinner.”) Last time Rodríguez Salas ran for reelection, his opponent urged citizens to vote “for a real mayor, not a virtual one.”

The mayor himself has a few problems with the system. He jokingly calls Twitter “the Society of the Minute” and says it has a way of making citizens more impatient with government. “In the real world, one in every 43 people has a problem with everything. On Twitter, it is one in 27” — and they always expect an immediate response.

He notes that complicated public issues are difficult to discuss on Twitter because of its format. He also acknowledges that his ad hoc method for managing the incoming — checking his phone often and responding right away — could probably be improved. Somewhat miraculously, he’s been governing the town with Twitter and virtual duct-tape, and perhaps could use a data-driven dashboard that organizes it all.

For a clearer perspective, we have begun analyzing Jun’s Twitter data, along with other town records, from the beginning of the initiative to the present. Among the questions we’re seeking to answer: Is public engagement on the rise as result of the experiment, and is the demographic composition of the conversation changing? Do citizens vote and attend town meetings more than they did in the past? Are public issues solved more efficiently? Has the use of this tool simply amplified old ways of governing Jun, or has mutual visibility shifted it in some fundamental way, perhaps towards decentralization?

We don’t yet have the answers, but an initial mapping of the Twitter data has begun opening a new window on the town. In the screen shots below of a data explorer being developed by Martin Saveski, a graduate student at the Laboratory for Social Machines, each circle represents a Jun citizen or organization. The lines between the circles represent Twitter follower relationships. The larger the circle, the more “important” the position occupied by that person in the network (for this measure of Twitter importance — by no means the only meaningful kind of importance in the community — we used PageRank, Google’s original algorithm for ranking web pages). The four colors denote different sub-networks of people within Jun who are closely tied to each other by their Twitter activity. In each figure, the personal connections of one particular citizen (the white circle) are highlighted, and further details about that person are shown in the box to the right. The first shot focuses on the mayor, the second on the electrician.

For electrician Miguel Espigares (the white circle), the picture is different, reflecting his work and unique role in the town. (Visualizations by Martin Saveski)

Through such analyses, we hope to gain insights that will help Jun make its system more effective. Our longer-term goal is to determine if it can be replicated at scale in larger communities, perhaps even major cities.

One key question is the leading role played by the mayor, who has held office for the last eleven years and before that was deputy to his father. Throughout those years, Jun was a trailblazer in applying digital tools to democracy, including electronic voting and live-streamed town meetings.

Jun’s flag

Rodríguez Salas, with his relentless belief in innovation, spearheaded all these efforts. Even before the Twitter experiment, a Spanish newspaper called him “El Alcalde Digital” (The Digital Mayor) while a national TV report dubbed the town “El Increíble Jun” (The Incredible Jun). He convinced Junians to adopt a new flag with the town motto — “Love” — spelled out in binary code. Between his personal and official mayoral accounts, he has about 350,000 Twitter followers — that’s 100 times the population of Jun, and about 100,000 more followers than New York CityMayor Bill De Blasio has in his two verified accounts. This is not just any small-town mayor. He also has a warm personality and a common touch. As he walks down the street, a bunch of middle-school-aged boys run up to him shouting, “Mayor! Mayor!” and the first thing he does is make sure they’re on Twitter and he’s following them.

In short, the mayor has an unusual combination of tech sophistication and personal charisma. Is such a leader required for bringing government into the social age? Could the Jun system work in a metropolis with millions of citizens and a different kind of mayor? Rodríguez Salas thinks so and he has ideas about how.

For now, in conversation he returns often to his primary goal: making democracy more transparent and participatory. In his office, where the blue Twitter bird adorns the wall behind his desk (in the spot where a portrait of the Spanish king used to hang), he recently installed glass ceiling panels open to the sky to symbolize the new transparency. The citizens will soon have a chance to pass judgment on his work: In elections next month, they will decide whether to give him another term.

Meanwhile, we’ll be digging deeper into the data and sharing what we learn from one town’s surprising leap into the socio-political future. Stay tuned.

I think many of us want to be able to ask them stuff directly on this site (a sort of 'virtual surgery') and get a timely reply. I'd extend that to Council Officers too. For the politicians, I suppose there are two sorts of posts we might want to make:

a) 'Business' questions/comments about things like why everyday services are not up to scratch etc. We might have to ban things that really ought to be reported using the Councils reporting facilities, because they can't have an official and an unofficial system for dealing with litter or whatever is counter-productive. Politicians are supposed to be a conduit to power though and if we get together and press for things here and they are 'on duty' then we as a band of locals can work for beneficial change more effectively online than anywhere else. Hugh's Cash Mob for instance is an example of direct, local action that surely Cllrs want to and should be involved in - HoL discussions can create actual local change:

b) 'Political' questions about wider issues like going to war - should that be limited to our MP's though? Do you want to read non-ward-specific views from your ward Councillor over matters they have no real control over? The Council can declare the borough a 'Frack-Free Zone' which is an international issue, so it's not as if they are powerless but you know what I mean.

Issues like whether or not there should be cuts or could we not use our savings and borrow against our future wealth as it's so expensive and damaging to cut, cut, cut are relevant to local issues. With so little money and so many in poverty in the East - how can the rich West expect political support for even a single penny? Some Cllrs in the past have, for instance, refused to enact central government cuts and as far as I recall went to prison for it, provoking a law that means they can't simply refuse what Whitehall orders. The Chief Exec of Barnet has now moved jobs to be the Chief Exec of Haringey - do we want to create content that makes local political points as a spur to action?:

So, are those the sorts of discussions we want to have here with our reps and between ourselves?

-------------------------------

Some UK politicians are very 'internet-savvy'. So as to try to take the measure of our politicians, here are some Councillors who are digital award winners:

Cllr Melvyn Caplan, Westminster City Council was the driving force behind the Tri-Borough’s Customer Led Transformation Programme. This encouraged the adoption of new technologies internally, such as interactive and collaborative meeting room tools and the incorporation of mobile and tablet devices into council work, saving over £1m across the council

Cllr Muhammed Butt, London Borough of Brent led a transformation of the way that Brent Council operates, incorporating social media into its communications, along with live-streaming of council meetings. By making digital innovation central to the council’s activity, Cllr Butt has helped to ensure that technology is utilized to protect and enhance essential services.

Cllr Stephen Canning, Braintree District Council developed and supported the concept of ‘Braintree hour’ on twitter, which encourages the promotion of local businesses to the community, as well as building community cohesion. The scheme has spread to other council throughout the region.

Cllr Theo Blackwell, London Borough of Camden lead LB Camden’s first digital strategy, encouraging collaboration and new thinking across the council, as well as building partnerships with business. Innovations at the council include coding of after school clubs, expanded public wi-fi access, peer-to-peer lending schemes, and digital inclusion work in social housing.

Cllr Tom Sleigh, City of London Council ran a successful online campaign to reinstate rubbish bins in the City of London, twenty years after they were removed following terrorist activity. He launched a similar campaign to reduce speed limits to 20Mph across the City, using social media, surveys, and innovative methods of sharing information.

Salford Council has put HoL-like facilities on their own website - would things like this not be better:

As we know that our local politicians don't post here, I'd like to simulate what our councillors/politicians might argue if they did actually post here:

1) It is a relatively low-paid job (starting salary £10,500) and there are literally thousands of meetings to go to - each ward in Haringey, for instance, has loads of community events (many in the evenings) which local Cllrs feel obliged to attend. Apart from the work of attending numerous policy meetings and dealing with people's problems by chasing Council Officials, most Cllrs put in way more hours than they're supposed to - most have second jobs too I think, some full-time. So, time spent HoL-typing is a dereliction of their duty to put themselves in front of local people and listen, then take up the issues raised by the face-to-face contacts they say are the only way to do 'real' politics. Be good to see a breakdown of how they spend their time on our behalf.

2) Politicians are 'people people' - all the way up the chain the paramount interaction is always stressed as being 'talking to people', even Cabinet Ministers regularly knock on doors apparently. I think this is an excuse and simply untrue today anyway. Many of the older ones just don't 'get' the internet. Claiming to be 'in touch' with the electorate gives them the chance that they often take to say 'people tell me' or 'my constituents think' when the human truth is that most politicians hear what they want to hear and disregard the rest. Ask them what the main issues are in their wards and they cite things that others would prioritise differently - it's a matter of opinion - they are not accurate surveyors - they could be better at quantifying views. Considering the main things they ignore specifically:

Facebook: they don't consider it worth posting to Facebook for instance whereas many here would probably think they ought to. What would be better on Facebook here than there? Many have the problem that they've already got a 'personal' Facebook page so are stuck with converting it to a 'public' page, which exposes their 'real' friends to a wider exposure than they signed up for. Almost none of them know how to post in one place and have it 'syndicated' - they are not generally techophiles.

Twitter: many councillors do tweet, with the result that we are drowning in Tweets that nobody really looks at and no-one outside their circle ever responds to, so this is proof in their eyes that digital is only for people with time on their hands. We could tweet our Cllrs and they would probably react, but why don't we do that? From a Cllrs point of view, trying to plan how you spend your time must be close to impossible as residents can pop up at any time 24hrs a day with an issue you need to respond to.

Blogs: lots of work for very little measurable return. You try writing even one paragraph of political comment - it could take you all afternoon, Risk that what you wrote might accidentally come back to haunt you or worse, that nobody at all would even bother to read it. Fierce competition from great political bloggers could make yours look pathetic. You're imposing a liability on future Cllrs to match your output - they won't thank you for that.

Newsfeeds - how would it be if a Cllrs auto-posted a newsfeed of all their activities on HoL (say auto-posting their tweets for instance) - do we want that? Wouldn't it be seen as a cynical bit of advertising? Would anyone subscribe to it?

4) Political posts on HoL attract 'history's greatest monster' type vitriol - people make virulent, unsubstantiated personal attacks on the character of local politicians they've never met, often barging into a topic and steering it towards hatred, racism etc. Any politician who posts here risks a shed-load of this sort of horrible stuff from us - what's in it for the politician? They'd need an army of clerical help to unpick each accusation and debunk it and none have that resource - if they had they'd spend it otherwise.

5) Geographically HoL is limited to Harringay. Bounds Green has an excellent HoL-type forum for example, so why would anyone from round there post here? We all know that this site reaches all of Haringey (alright, there's better coverage of the West of the borough, but it could have a lot more Eastern stuff if people would bother) but they will say the clue's in the name. There is no one forum for the whole of Haringey and why should there be? There are no politicians who represent the whole of Haringey (discounting the 'ruling' party on the Council) - it's split by two MP's and lots of ward councillors. So, how would it work, a 'Tottenham' section on HoL for instance?

----------------------------------

To remind you, our local politicians are:

LBH Cabinet meeting, agenda here.

Among other items of considerable interest to everyone living in Haringey, Including on Hornsey Town Hall and High Rd West, these two caught my eye:

Item 13, selling off land at Tottenham Hale

Item 14, selling Apex House to Grainger, and approving CPOs (Compulsory Purchase Orders) for the Wards Corner site.

Both these items probably to be discussed IN SECRET, see items 23,24,25

Background paper to the Wards/Apex 'discussion' here,

Report Authorised by: Lyn Garner - Director of Regeneration, Planning & Development

Lead Officers: Malcolm Smith – Interim Director, Tottenham Regeneration Programme, Jon McGrath – Assistant Director, Property and Capital Projects

For those wondering how it works, the 'Cabinet' is the inner core of the elected council, hand-picked by the leader. There are nine members, including two people with just two months' experience of being councillors. There are no members of other parties, and all other councillors have no part. You voted for this.

Update: We hear that the (secret) figure being discussed for the sale of the Apex House site is three million pounds. (If this is wrong then please let us know here, one of you with access to the secret sums.) That gifts this to Grainger: Apex House, currently Council offices, which occupies a prominent 0.39 hectare site adjacent to the Seven Sisters Underground Station and close to the mainline station. It is twenty yards from the tube station, the Victoria Line which runs every 90 seconds and is 10 minutes from Kings Cross. THREE MILLION for this, for ever, and they are even wriggling out of the need to match their potential 198 private 'luxury' flats at Wards Corner with an equal social housing build. Expect an unlovely slab with tiny flats above. (From the above doc: approximately 95 residential units above the retail space will be a [unspecified] mix of private and affordable rented homes.) And they get it for £3million. Will it be taller than the tower at Manor House? There's no limit to the height as it's not above the tube line.

Time to buy shares in Grainger. 219.30 as I write, up 3.90 today so far.

WCCC has no objection to Apex House becoming housing, it's always been part of our vision for the wider site in this town centre. Grainger are out-manoevering the Council even more than Spurs has, in getting away with paying peanuts for precious publicly-owned assets.
