<p>My wife Zena Brabazon now has the official title of "Deputy Leader. It's the only "cabinet" role which is currently elected. The others are personally selected by the Dear Leader Mk #2. Just as over the years I've heard fanciful phrases like "the corridors of power". Maybe they think that the pieces of very bad theatre - like Full Council and public "Cabinet" meetings - are debating and decision-making bodies?<br/>Insofar as there are inner workings they might take place when the "Leader" has unminuted meetings. <br/><br/>This appears to include his foolhardy plans to risk £36 million on a scheme for Fortismere School buildings. There are likely to be other large stupidities which I'm unaware of. I do know about staff time he planned to fritter on various vanity projects. (Town-twinning was one.) <br/><br/>That's in between fronting what is in effect a tenth-rate Claire Kober tribute band which sings the bad old songs in praise of big developers and knocking down social homes.<br/><br/>How do we formulate a clean-up the streets plan? And how do we implement it with shrinking budgets? Plainly the environment staff can stop doing silly things like giving contradictory messages: 'Dump Here; Don't Dump Here', in the same places.<br/><br/>The economics? I would look very carefully at areas where staff could be switched. Retrained to do something genuinely useful instead of - for example - putting out shiny, upbeat, feel good propaganda sheets. I would also look very carefully at the record of councillors given key roles. And ask why those councillors who previously did these roles well, were either sacked or resigned.<br/><br/>There's a simple longstanding theory which broadly fits Haringey's current situation. <br/><a href="http://caprofession.com/parkinsons8.asp" target="_blank">http://caprofession.com/parkinsons8.asp</a></p>

<p>Also, a small increase means that those on the lowest incomes are still below the level where they get any help with council tax. So those impacted most pay an even larger proportion of their income on Council Tax. It make it an even more regressive system.</p>

<p>Quite. For several years Haringey chose to freeze Council tax when they could have increased it ( admittedly not by much ) each year up to a statutory cap. But they didn't, presumably for political gain. </p>

<p>No doubt other councils have taken different decision on how to spend their money and prioritise different things (for instance some shut most of their libraries to save money, Haringey didn’t) . But they also probably don’t have the same combination of circumstances to deal with.</p>

If you look at the heat map the hot spots are over in the east where there are concentrations of light industrial, warehousing and areas where development is going on. This may be the large scale organised unlawful dumping of building and hazardous waste that is costly to dispose of properly. Enfield probably has the same issues along the River Lea corridor.…</p>

If you look at the heat map the hot spots are over in the east where there are concentrations of light industrial, warehousing and areas where development is going on. This may be the large scale organised unlawful dumping of building and hazardous waste that is costly to dispose of properly. Enfield probably has the same issues along the River Lea corridor. Haringey also has a lot of high turn over rented accommodation, especially HMOs and places not even registered as HMOs that contribute to the dumping of larger household items (e.g. bloody mattresses!)</p>
<p>It needs two different approaches. One is, as you say, a pragmatic analysis of whether introducing charges and reducing collections has made the issue worse and a crime lead approach to organised illegal dumping.
