Harringay, Haringey - So Good they Spelt it Twice!

Hi all,

I've got a neighbouring house that's used as student/low-cost housing, with high turnover of residents. The front yard looks like a dump, with used mattresses and garbage bags everywhere. They don't seem to realise that bins won't be emptied if they're not accessible or overfull, which seems to happen every garbage collection. 

Now, you can do what you like with your property, and I'm not really that bothered other than the unsightliness bringing down the neighbourhood. However, this week they decided that our garbage bin was fair game and started popping bags into ours (which meant we couldn't get rid of all our trash).

Question: are there any bylaws about using your front yard as a garbage dump?

And yes, I have tried to go to their front door and speak to them, but it's hard to get anyone to talk to as everyone seems to stay in their own rooms and won't answer the door.

I had a similar situation where the next door had a sign saying " let and Managed by ... ( estate agents )

I went to the estate agent with pictures and demanded that they " manage " the house. That worked.

If you can find the landlord they might just act.

Otherwise, the Council Environment department might be able to help.

Start with Veolia, as they are supposed to deal with outreach to help folks work out how to deal with rubbish in the first place (ie, what to put in what bin so as to get it emptied). If you email, copy John in though. He might be able to chase.

I had a similar problem in the summer, which lead to smells and flies etc.
I got the landlord details from one of the residents and told him I would contact the council if the problem wasn't stopped, which seemed to put the fear into him!
It took as while as, as you allude to, there is high turnover and everyone thinks it is someone else's problem however, it's miles better now.
I'm not sure there is a specific bylaw about residents' own rubbish, I wonder at what point it becomes 'anti-social behaviour'?

If it's an HMO (House in Multiple Occupation) it should be registered with the Council, and they will hold the Landlord's name and details.  You can check whether the address concerned in on the HMO Register (available online at http://www.haringey.gov.uk/housing/landlords/houses-multiple-occupa...)

Make a complaint to the HMO Team and they will get in touch with the Landlord.  If it's not registered they will make enquiries as to why it's not so either way you should get in touch with them.

There is a bylaw against rubbish build-up in front gardens. As I've been saying on HoL since 2010. for at least the past 6 years there's been a pretty effective way to deal with it; that is to call John Forde (details given above by Justin). After being contacted, John generally called at the house concerned, served a notice and ultimately delivered the threat of an enforceable financial sanction.

Sadly, John's job has been structured out. The law and the need for its enforcement will remain however. John's duties will be reallocated but to a team that's much more thinly spread. I've forgotten the exact handover date and the precise details, but if you drop a note to the Council member responsible, no doubt she will see that you are furnished with the info you need - peray.ahmet@haringey.gov.uk.

5 minutes of signing up an account, then a cost of £3 you can download the title to the property from the Land Registry and find out who the Landlord is. However it may not help much as the land registry details are normally just a postal address, and many landlords put the address of the property as their address for correspondence which isn't much use to you.

The HMO is registered to a Ltd company. Will that likely be the same for the title?

Likely.

Assuming the company is England & Wales, if you search on Companies House Beta for that Limited company you should be able to see who the director(s) is and the director's address.

It's good that it's a company - you'll be able to get much more accurate data for the owner.

As well as looking up the directors if you download the Annual Return (from the documents tab) you'll be able to find out the shareholders. They may be the same as the directors but not necessarily.
