Have you contacted the ASBAT? If this is not anti social behaviour, then what is?!

I did not Lauren- I figured you had, but happy to share this with them if you think it wold help. 

The difficulty is that with the cuts we have lost John Forde who was a hard working Neighborhood Action officer, to be replaced by we do not know what! He tried his best with intractable problems like this, and I doubt it is going to get any better.

Yes I reported the flytipping but it would be helpful if you also send the evidence of who caused it, otherwise they think it's just me being a nasty neighbour. Thanks.

Actually, Justin, we lost more than John Forde. Several members of the Enforcement Team have recently left/been restructured out, as Haringey strips out people who actually do useful jobs.
Some of it is, of course, down to serious budget cuts which are hitting many councils across the UK. But part of the problem is self-inflicted. Haringey continues to waste money on a range of pointless window-dressing projects at the same time as the "store" becomes increasingly empty.

In many services the most difficult and intractable problems are also the most costly to provide, manage and tackle. Which is sometimes drawn as a 'pyramid shape' where a relatively tiny number of examples of need for services is shown as a peak; in contrast to the usually more simple, straightforward and often standardised service requests/demands.

Take for instance, organised commercial fly-tipping. Or someone who - so it's said - persistently abuses the waste collection system. In both these cases endlessly clearing-up after them is costly. But so is allocating a larger slice of the limited time and resources in an effort to try to prevent this happening.

When as now, local Council staff teams are hollowed out - particularly the more experienced staff - this can have a cumulative impact in making things worse. This may be, for example, because more rule-breakers realise they can 'get away with it'. And they do. 'No one will be watching us. Why don't we dump it in the road?'

Sometimes the sequence is as simple as not having anyone in the team with the time to go to the place and take a look at what's going on.
