When I was working managing council housing back in the 80s, one of my tenants rang to tell me about a fire at his flat. I said I'd be down straight away to arrange for his belongings to go into storage and find him somewhere to stay and asked him if the fire brigade were still there. "I haven't called the fire brigade" he said, "that's your job and you're wasting time chatting on the phone". I asked him where he was and he said he was ringing from a neighbour's flat, having a cup of tea.
