Do £32 worth of visitor parking permits need to be sent by "signed for" delivery?

I chased my order of visitor parking permits which I ordered 3 or 4 weeks ago to be told that they had been sent by "signed for" delivery (4 failed Royal Mail delivery attempts so far) and it made me wonder if the expense of this is warranted in relation to the value of the permits, particularly when the vouchers are only of use to residents of the CPZ concerned. Business rates may be lower but it costs a minimum of £1.64 to send the smallest 2nd class letter this way. My vouchers cost £32. As a secondary issue, when the sorting office was in the Arena Park I wouldn't have minded going to pick this up in person. But now you have to schlep all the way to the far end of the Bush Ind. Estate in Hornsey so I attempted redelivery instead. In practice, all it's done is cause me a serious delay in receiving an envelope which could have been put through my letter box had it gone in the ordinary mail.

The Council does seem very worried about these permits getting into the wrong hands....meanwhile, after years of locals' attempts to tackle this, we still have council workers parking in our roads when they shouldn't be...

Strangely your post reminded me of a conversation I overheard on the bus a little while ago. Bloke A was telling bloke B that he'd got his permits and then after a few weeks had rung up Haringey claiming they hadn't been received so got sent a second lot. Maybe that has something to do with it!
Oh I'm sure that is exactly it. So it's a bit like insurance fraud. Because a few people abuse the system, it add costs to everyone else. Except in the case of these permits, the Council incurs the costs which we indirectly pay for. I just wonder how much the Council must be spending on Special Delivery postage. And in a way I'm surprised these costs aren't passed on to residents directly. My guess is that they would prefer for residents to be ordering online rather than turning up in person to buy these permits and that's why they don't pass on the cost directly. I'd certainly wince at paying £1.64 on top of £32. I think it may even have cost double that as my permits appear to have been returned to the Council and will need to be re-sent. All I know is, it's a good thing I didn't leave it until the last minute to order them as this has taken a month already and I still haven't got them.

And turning up to buy them is a limited remedy even if one can fit in with the opening hours, since they'll only hand you eight vouchers according to the paper application form - larger quantities are posted out in the fullness of time.

I think I got mine at the time and only waited in line a short time.... at the Customer Service Centre in Station Road....

Oh good grief! Really? That's another new rule I wasn't aware of then. I was told when the letter got returned I had the option to come and collect them but I politely declined.
My vouchers finally arrived! £2.16 was the postage on the envelope so my £32 of vouchers cost £4.32 to the Council in postage.
