There seem to be two approaches to estate regeneration. One is out and out privitatisation, for example the Balfron Tower where private developer money is being poured in with their payoff being the lions share of the dwellings for resale. The aim, stated quite openly by the developer, is to make it the Trellick Tower of east London.
The second is more insidious with the sell on of properties bought under the right to buy at an eye watering profit. Rowley Way on the Alexandra and Ainsworth estate is a good example of this. The properties are now marketed through websites like The Modern House at prices, when you add in the annual service charge, that are way out of the reach of the communities that originally made up the estate.
