I don't understand, if she was a tenant, how come she had to pay for repairs?  I know that  HA's (and councils?) will no longer do interior repairs, but you can't get much more exterior than the roof. 

New law which caps the amount councils can charge leaseholders for repairs to their homes [ came ] into force [ in August ].

It would be good to see a bit more protection for leaseholders in general.  Managing agents for blocks of flats can take a 10% management cut of any works done so they stand to gain by identifying spurious repair projects, and it is very difficult for leaseholders to fight against any decision that's mad on work that needs to be done
