Ford Focus KK04 YUA

Does anybody recognise this car? It has a Green Lanes (B) CPZ permit and has been parked outside my house in Higham Rd N17 for at least a week which seems a bit odd. Maybe it's been lost or mislaid. It's a public highway of course, but a bit of a pain as my wife has a blue badge and limited mobility.
