Not sure exactly when this clip is from, apart from during the First World War - at a guess, it is 1916 as the strike appears to be about men of military age being forced to leave the trams and go to war (1916 was of course when conscription came in) or even a little before.
Although not often part of the narrative of Britain at war, strikes were not uncommon. In 1915, London tram workers were on strike for better pay and shorter hours; a war bonus to make up for the higher cost of living and safety equipment in the form of goggles and windscreens. There was a severe shortage of workers by this point as 5,000 tram men had gone to fight. Those left behind were mainly married men with families. 1918 saw the first strike for equal pay by women working in the trams and buses (a situation not addressed until 1970 with the Equal Pay Act!)
